Jurist, constitutional law scholar, university professor of public law at the University Paris Ouest Nanterre La Défense. He was a member of the cabinet of Michel Rocard, responsible for relations with Parliament, when he served as Prime minister from 1988 to 1991. In 2007, he was appointed to the Committee on the modernization and consolidation of the institutions set up by French President Nicolas Sarkozy.
