2nd Boer War Victoria Cross Recipient. Born in London, England, he served as a Sergeant in Q Battery, Royal Horse Artillery, British Army. In actions at Korn Spruit South Africa, on March 31, 1900, a British force including two batteries of the Royal Horse Artillery, was retiring from Thabanchu towards Bloemfontein when the enemy formed an ambush. When the alarm was given that the guns and their limbers to be run back by hand to a safe place, Sergeant Parker with two comrades succeeded in running back four of the guns under shelter. This most exhausting operation was carried out and when all but one of the guns and one limber had been moved to safety, the battery was reformed and put into action. For most prestigious gallantry in the face of the enemy, he was awarded the Victoria Cross on June 26, 1900. He later achieved the rank of Sergeant Major and also served in World War I. He died at age 48 in Warwickshire, England.
