William was born in Liverpool, England. His brother was Rev. Dr. Richard Newton, former rector of the Church of the Epiphany in Philadelphia. William was at one time connected with a theological seminary in Ohio. Early in his ministerial life he was Protestant Episcopalian and rector of the Church of the Holy Trinity, West Chester, and also of the Church of the Nativity, Philadelphia, Pennsylvania. With the division of the Episcopal church, William sided with the Reformed Episcopal church and established the Reformed Episcopal Church of the Covenant. Later he organized, and was pastor of, the Church of the True Foundation in West Chester.
William died of pneumonia.
