Ina Jaqua was born in 1889 in Traer, Tama County, Iowa, the daughter of Leonard Darius Jaqua and Elizabeth Margaret Hovelburg. By 1900, the family was living in Harrison County, Missouri where Leonard was working as a farmer. The family moved to Portland, Multnomah County, Oregon in 1903. Leonard died in 1906 in an oil tank explosion in the St. Johns area of Portland.

Ina studied law at the University of Oregon. She passed the Oregon bar exam in the summer of 1914. In the fall of 1914 when she was a senior, she conducted correspondence with the Phi Delta Delta Legal Sorority, and within a short time a petition was submitted resulting in Delta Chapter, which was installed early in 1915.

Ina was secretary to the president of J. Walter Thompson Advertising in New York for 33 years. She was a member of the American Association of University Women and the Irvington Club. She retired in 1958 to Portland and died in 1963 in Portland.

The bulk of Ina's $213,621 estate was left to scholarship funds for Willamette College in Salem, Oregon. Her will established two funds: the Elizabeth Hovelburg Jaqua Memorial fund for women students and the Leonard D. Jaqua Memorial fund for men students.
