He received his bachelor's degree from Illinois College in Jacksonville, Illinois. He later served in the United States Navy in the Pacific as a lieutenant (jg) from 1943 to 1946. He was an unsuccessful candidate for the Republican nomination for a seat in the Illinois State Senate in 1952. He also was president of Pike Press Inc. in Pittsfield, Illinois. In 1960, he ran, as a Republican, for a seat in the United States House of Representatives and was successful in the November general election. He went on to serve eleven terms in Congress before losing his re-election bid to Democrat Dick Durbin in 1982. During his House tenure, he was a strong advocate for farmers and a strong proponent of Palestinians and the Palestine Liberation Organization. In 1983, he was appointed to the Board for International Food and Agricultural Development and served until 1994. In 1989, he co-founded the non-partisan advocacy group, the Council for the National Interest.
