Minnesota Governor. He was elected to the first of three two-year terms as Minnesota governor in 1938 at the age of 31 - the youngest governor in the nation at the time. He resigned the governorship to enter United States Navy in World War II. He was one of eight United States signers of the charter to establish the United Nations in 1945. He ran for President of the United States nine times, the most serious being in 1948 when he closely contested Thomas Dewey for the Republican nomination. He served as President of the University of Pennsylvania from 1948 to 1952, and served as an adviser to President Dwight D. Eisenhower during his terms in office. He ran unsuccessfully for governor of Pennsylvania and mayor of Philadelphia several times before returning to Minnesota in 1978 where he ran unsuccessfully for governor and United States Senator several times. Despite his reputation for unsuccessful campaigns, he was a respected as a public official and international statesman by people from both major parties throughout his life.
