Harry Brumm was the fifth of eight children in the family of Philip B. Brumm (1856-1934) and Mary Elizabeth "Lizzie" (Rohlfing) Brumm (1860-1940). He was born in Alton, or probably Upper Alton, Illinois, not long after his family moved there from St. Louis.
Harry was in the Navy during World War I, and afterwards returned to live in St. Louis, where his parents returned after his father retired. The family home was on Etzel Avenue. As far as is known, Harry never married.

Training Station Great Lakes, Illinois (June 25, 1918 - July 22, 1918); Hampton Roads, Virginia (July 22, 1918 - August 2, 1918); the USS Kentucky (August 2, 1918 - September 13, 1918); receiving ship New York (September 13, 1918 - October 5, 1918); the USS New Orleans (October 5, 1918 - October 17, 1918), and receiving ship New York (October 17, 1918 - November 11, 1918).
When he entered the navy he was a Fireman 3rd Class; upon his discharge he was an Engineman 1st Class.
