Harmer was born in Pennsylvania, a son of John Hofelt and Lucetta Leacock. In 1917 he was a carpenter in Washington, D.C. He married Florence Wilson of Moorefield, Harrison Co., Ohio and for many years they lived just outside of Akron. They had no children and he died at a nursing home in Coshocton Co., Ohio.
