Jacob Raskin was born 17 May 1866 (naturalization papers) in Slutsk, Minsk Region, Belarus. He was the son of Samuel and Sarah (Rosenblatt) Raskin. He had a brother, Isaac Raskin (1862-1925) (buried in United Hebrew cemetery in Staten Island, NY), and a sister, Frances (Raskin) Pitkowska, who died in Russia.
