Johann Philipp Koehler was born in Manitowoc, Wisconsin, to Rev. Christian Philipp Koehler and his wife Apollonia (nee Schick) on January 17, 1859. His father (who was called "Philipp") was an 1854 graduate of the Barmen Missionhaus in Germany. Upon graduating, Philipp had been immediately sent to the United States to serve German speaking Protestants in Wisconsin. He'd been ordained in Milwaukee at the 1855 convention of the Wisconsin Synod and assigned to serve a pair of small parishes in the area of Addison, Wisconsin, where he soon after married Apollonia (Johann Philipp's mother). In 1858, Philipp took a call to serve First German Lutheran Church in Manitowoc, Wisconsin, where Johann Philipp "J.P." Koehler was born some months later.

In 1867, Philipp Koehler moved his family to Hustisford, Wisconsin, where he had accepted a call to Bethany Lutheran Church.
