Born in Elmwood, KS, Billen came to Oklahoma City in 1893. He was a veteran of World War I and he was a Roman Catholic. Surviving are two sisters, Mrs Barbara Billen, 2414 NW 19 and Miss Lucy Billen, 1909 N. Villa.
