Bill was born to Frederick and Rina (Ahlvers) Oltmanns in Wisner, Nebraska, on January 27, 1917. He attended school in Wisner, Nebraska, and worked in Kansas and California before coming to Scottsbluff, where he met and married Vlasta “Vicky” Mihulka on August 30, 1946. To this union they had a daughter, Judy. They celebrated their 65th anniversary in 2011.
Bill was a member of Calvary Lutheran Church for more than 50 years. He was a member of B.P.O. Elks Lodge #1367 where he held several offices.
Bill worked in wholesale sales for Ledbetters and in his own business, as well as for Dr. Pepper/7Up Bottling, and for Associated Grocers. He then worked for the State of Nebraska with sales tax. After he “retired,” he and Vicky had a business preparing income taxes for 30 years. They also sold fireworks every summer for 43 years. Bill enjoyed the people he met and worked with in organizations and business and liked helping them solve problems. He liked auctions and horses, and working on cars and old tractors.
He was preceded in death by his wife, Vicky, his parents, his step-mother Mary, his sisters Marie, Martha and Kathryn, and his brother Elmer.
