David Franklin McDowell was the first of seven children born to Charles Birch McDowell (1880 - 1966) and Nellie Lou Ella Tomlin (1877 - 1962). He was the Grandson of Samuel George McDowell (1855 - 1925) and Minnehaha J Birch (1858 - 1948).

When David Franklin McDowell was born on August 27th, 1901 in Carrollton, Missouri, his father, Charles Birch McDowell was 21 and his mother, Nellie Lou Ella Tomlin was 24.

David earned his PhD in Foreign Languages from the University of North Carolina in Chapel Hill, NC. He taught Spanish and French at Georgia State University in Atlanta, GA and spent much of his tenure there as Chair of the Foreign Language Department. A prolific reader and perennial student, he supplanted his lust for learning and teaching Spanish language with extensive travels to Spain.

On August 19, 1925, in Perry, Florida, David Franklin McDowell married Leona Inez Turner. They had two children during their marriage; David Franklin McDowell, Jr. and Mary Alice (McDowell) Cummins (1933 - 2015).

Dr. David Franklin McDowell predeceased his wife and two children, succumbing to cardiac arrest at the age of 71 in Decatur, Georgia. He is buried at the historic Decatur Cemetery, in Decatur, Georgia.
