Scotty and his older Down's Syndrome brother Guy were kidnapped by their father from South Grafton, Massachusetts in 1973 and taken to Halls, Tennessee. This was done with the criminal support of their grandparents, who harbored their fugitive son until they all died miserable deaths, except for Guy.

Scotty was killed in a car accident. While crossing a train track, the driver of the car lost control, and crossed into oncoming traffic. The car that Scott was in was struck on the passenger side where Scott was sitting.

After Scotty's death George Jeffrey took his son and his parents and fled Tennessee, to Canada, out of reach of the United State's law enforcement.

Scott left behind his mother, Norma (Trottier) Jeffrey, his older brother Guy Jeffrey, his uncle Norman Trottier, his aunts Claudette Trottier and Jeanette Mason (Trottier) and his grandparents, Armand and Rita (Sareault) Trottier.
