Frank was born and raised in East Mckeesport, PA. He Attended College at Slppery Rock State Teachers College. He retired from the Marine Corps after 30 years attaining the rank of Colonel. He served combat tour in Vietnam from 1967 to 1968 and commanded a Marine fighter attack squadron 314. Frank retired to the Marcell area in 1985, with his wife Jane, who he married in 1981, where he enjoyed hunting, fishing & gardening.
