Richard James Halpin, 82, Muscatine, died Tuesday, Nov. 16, 2004, at Lutheran Homes.
Per his wishes, there will be no services or visitation.
Mr. Halpin was born Oct. 19, 1922, in Algona, the son of Thomas and Leota Walker Halpin. He married Elizabeth 'Betty' Scanlan on April 4, 1944, in Algona. She preceded him in death Aug. 10, 2002. Richard served overseas during World War II. He lived in Muscatine, Iowa and was employed as a city engineer and worked for Kent Feeds. Richard also designed and constructed several innovative housing developments, namely the Hill Top Farm, The Oaks and Hidden Valley subdivisions in Fruitland Township. He enjoyed reading, raising dogs and was a gentlemen farmer. Survivors include a son, Scot and wife Robin of Bloomington, Ind.; two daughters, Linda Moelter and husband William of North Oaks, Minn., and Rebecca Koller and husband Mark of Lincoln, Neb.; four grandchildren, Heather, Christopher and Amber Moelter and James Halpin; two sisters, Mary Ellen Wiggs of Omaha Neb., and Ida Webster and husband Don of Red Bluff, Calif.; and his caregiver, Shannon Swails. He was preceded in death by his parents; his wife; a son, Rick; a brother, Bud; and a sister, Rosalie.
