British Politician. He was the eldest son of Edward Herbert, Second Earl of Powis, and Lady Lucy, daughter of James Graham, Third Duke of Montrose. He attended Eton College and St John's College in Cambridge, England, where he was president of the University Pitt Club. In 1840, he graduated as a MA and eight years later as a LLD. In 1863, Cambridge University appointed him High Steward. Four years later in 1867, the Powysland Club which was devoted to the study of Montgomeryshire's history was created and he was made President. His success as a politician began in 1843 when he returned to Parliament as one of two Member of Parliament for Shropshire North whereupon he held a seat until 1848. He then succeeded his father, the Second Earl of Powis, in the earldom and entered the House of Lords. In 1875, sixty-seven-year-old Edward was offered the Vice-royalty of India by then Prime Minister Disraeli but declined citing his health "would not be suited to the rigours of the tropical climate". This did not slow him down as he served as Lord Lieutenant of Montgomeryshire from 1877 to 1891 and was also J.P. for the counties of Shropshire and Herefordshire in England. During this time beginning in 1889, he also served as the County Alderman for Shropshire and County Councillor for Montgomeryshire. In 1840, Powis (then Viscount Clive) was commissioned a cornet in the South Salopian Yeomanry Cavalry. Eight years later, he was promoted to Captain due to his father's death and succeeded him as colonel commanding the regiment. He remained in command until resigning in 1871 at the age of sixty-three. Lord Powis died at his London home and was buried at St Mary's Church in Welshpool, Wales. Since he was unmarried and had no children, his nephew George, succeeded him in earldom.
