Miss Pannell was born March 24, 1918 in Rutherford County. She was the daughter of the late Avery and Jessie Moore Pannell. In addition to her parents she was preceded in death by three brothers, Fred Pannell, Dewey Pannell, and Herbert Pannell.
She was a graduate of Tri-High School and class valedictorian. She received her teaching certificate from Asheville Teacher's College and her masters degree from Appalachian State University. She was a retired elementary school teacher having taught for 45 years. She was a lifetime member of Race Path Baptist Church where she was very active. She was also very active in the community and in the Tri City Women's Club and a member of the Delta Kappa Gamma.
