Betty was the daughter of Ralph Willis and Louise Leatherman Bumgarner. She married Herb Norman Garrou.
In 1953, she started her career as a Registered Nurse at Valdese General Hospital. Betty began working as a Public Health Nurse at the Burke County Health Department, and went on to earn a Family Nurse Practitioner degree at the University of North Carolina Chapel Hill in the late 1970's. She retired as the Director of the Burke County Health Department.
She was preceded in death by two brothers, Bill and Eddie Bumgarner, and her brother in-laws, Buzz and John Garrou, Tony Andrew, Jerry Gulsby and Bill Viggers.
