Harvey was the son of John A. Carper and Angeline Campbell. He was married to Nola Elkins who died in 1918. They had nine children: Howard, Bessie, Fronie, Ella, Dora Golden, Sesco, Sheridan and Ealy Carper.
It was established that on either 07-29-1931 or 08-04-1931, Harvey was murdered by his son, Sesco Ted Carper, while on a hunting trip in Madison Township of Fairfield County, Ohio. Sesco was eventually arrested, charged with first degree murder and tried in Fairfield County. The jury took pity on 18 year old Sesco and found him guilty of Manslaughter. Sesco served 3 years, 3 months and 3 days at the Mansfield Reformatory.
Harvey's body laid for weeks in a dense forest before being discovered. The autopsy revealed he had been shot in the chest with a shotgun and had a broken neck. His body was identified by his brother, Iven Carper.
According to the Lancaster Eagle Gazette, published on 10-13-1931, Harvey was buried in the Elmwood Cemetery.
