Daughter of Rev John Robert Turing. Lady Fanny married Herbert Trustram Eve, an estate agent, on 6 April 1893 at St Paul, Bedford. After her marriage, Fanny went into politics, and was Secretary of the Bedford branch of the Conservative and Unionist Women's Franchise Association. She was also the President of the National Council of Women and, after she moved to London, she chaired her local Women's Unionists Association. From 1918 to 1930, she served on the London County Council, and in 1923 she became the first woman to be elected as "Chairman" of the London Parks Committee. In 1927 she was appointed Chairman of the Local Government Records and Museums Committee, and later in Vienna, she was elected Treasurer of the International Council of Women.
