Provincial of the Maltese Carmelite Province for two terms, Cuschieri was involved in local politics, becoming for instance the first director of a club promoted by the Unione Cattolica San Giuseppe with the aim of educating workers. Elected twice to parliament as a representative of university graduates in 1927 and 1932 respectively, Cuschieri was a gifted orator and above all an eminent poet. His prolific writings in Maltese cover various themes relating mostly to the Blessed Virgin Mary, such that he is called the "Madonna's Poet".
