Samantha Lynn Rigney, age 23, of the Parnell Community in Wayne County, Ky., passed away Sunday, September 6, 2009 at the UK Medical Center.
She was born November 6, 1985 in Somerset, Ky., the daughter of Ricky Thomas Dobbs and Patricia Blevins.
She was married to Jonathan Rigney, who survives.
She is also survived by two children-Jazzlyn Dai and Gabe William Perry Rigney; one sister-Nevada Dobbs; one brother-Jared Blevins; grandparents-William Blevins, Dallas and Lois Troxell; step-mother-Hazel Dobbs; three aunts-Pricilla Troxell, Barbara Craig and Patricia Parmley; five uncles-Dave Blevins, Dewight, Gary and Steve Dobbs and Randy Troxell.
She was preceded in death by her grandmother-Marilyn Blevins.
Samantha graduated from Monticello High School in 2004. She was employed by the Wayne County Hospital in Monticello, Ky.
She was saved and born again at the age of 15. She received the Baptism of the Holy Ghost at age 16. She was baptized in the name of Jesus at the Denney Hollow Jesus Name Church, but was a faithful member at the Calvary Fellowship Church.
Funeral services were held Friday, September 11, 2009 at 2 p.m. in the funeral home chapel with Bro. Garner Bell, Bro. Leroy Hammond and Bro. Roscoe Parmley officiating. Burial followed in Elk Spring Cemetery.
The family has requested in lieu of flowers, expressions of sympathy may take the form of donations to a Trust Fund for Jazzlyn and Gabe Rigney. Donations may be left at First Southern National Bank or the Marvin S. Hicks Funeral Home.

[Smith charged with murder in death of local woman

— A local family's quiet, summer evening on the porch was shattered by
gunfire, as a young mother, who was holding her daughter, was shot to death
on Saturday, September 12.
Samantha L. Rigney, 23, died shortly after she was struck in the head by
a single gunshot, and a man who lived nearby, Richard E. Smith, Jr., 50, has
been charged with her murder.
Smith appeared in Wayne District Court on Monday morning for a
preliminary hearing in the case. He had previously waived formal arraignment
and entered a plea of not guilty in the case.
Smith appeared in court on Monday morning with his attorney, Mark
Stanziano. Several of his family members were present, along with family
members of the victim.
Kentucky State Police Detective Doug Boyd, who is heading up the
investigation into the shooting, testified regarding statements he had
received from the victim's husband, as well as a friend who was visiting
them that evening. The shooting occurred at the Rigney family residence at
Parnell shortly before 11 p.m., according to Boyd.
He said that Samantha Rigney and her husband, Jonathan, along with their
two children were sitting outside. She was holding their five-year-old
daughter and he was holding their 18-month-old son. A friend, Stacy Conn,
from Olive Hill, was holding her 10-year-old child.
Jonathan Rigney told Boyd that Smith rode up to the house on horseback.
Rigney said his wife spoke to Smith and asked what he was doing out so late.
He said Smith, who did not say anything, pulled out a pistol from his
waistband and began to fire. Rigney said he saw his wife fall over.
He told Boyd that he got his wife and the rest of the family into the
house and called for help. Local emergency personnel responded, including
the Wayne County Sheriff's Department, the Monticello Police Department,
Kentucky Department of Fish and Wildlife and Wayne County EMS, to the scene
and Boyd, along with other KSP officials were notified. Rigney was flown to
the University of Kentucky Medical Center.
Kentucky State Police were notified and Boyd said he responded to the
scene to begin the investigation. KSP were notified early Sunday morning
that Rigney had been pronounced dead at the University of Kentucky Medical
Center.
Boyd said he interviewed Smith's wife following the incident and she
stated that her husband left their residence on horseback, that he was
intoxicated and he was carrying a pistol. She said when he came back home he
told her that he had hidden the pistol in the woods on their farm.
Richard Smith was questioned several hours later by Boyd and other local
officials and Boyd testified that he still appeared to be "very
intoxicated." Smith told officers that he had ridden up to the Rigney
residence and that he had thrown a firecracker onto the porch to scare them.
Under cross examination by Stanziano, Boyd said that the slug taken from
the victim appeared to be that of a .22 caliber pistol. Officers have not
located the weapon that was used in the incident, according to Boyd.
Following Boyd's testimony, District Judge Robyn Williams found probable
cause and waived the case to the grand jury. Stanziano then made a motion
that bond be set for Smith at $100,000 cash or $200,000 property. Smith had
been held without bond since he was taken into custody.
Williams set bond at $250,000 cash only.
Rigney's mother became visibly upset during the hearing and began to
yell at the defendant. She was taken from the courtroom, as the judge made a
decision regarding bond.
Services for Rigney were held on Friday, September 11 at the chapel of
the Marvin S. Hicks Funeral Home. She is survived by her husband, Jonathan,
her two children, Jazzlyn and Gabe, her mother, Patricia Blevins and her
father, Ricky Dobbs. Burial was in the Elk Spring Cemetery.
