He was a Combat Veteran of the Korean Conflict serving with the 7th Infantry Division. He was appointed to the
Dunkirk Police Department in July 1956 and served as Chief of Police from 1986 until his retirement in January 1993. An avid New York Yankees and Buffalo Bills fan, Mr. Balzer was very active in youth sports as a coach in Little League, Babe Ruth Baseball and Midget League Football. He also played semi-pro football with the Fredonia Orioles. In 1972, he was named the Kiwanis Club "Citizen of the Year" and also was awarded the "Outstanding Dedicated Service" award from the Frank Acquavia Memorial Post. He was a member of St. Elizabeth Ann Seton Church, First Ward Falcon Club, Moniuszko Club and the Frank Acquavia Memorial Post #1344. Surviving are four sons, Andrew (Karen) Balzer of Murray, Kentucky, Michael Balzer of Dunkirk, Mark (Tammy) Balzer of Columbus, Ohio and Richard Balzer of Dunkirk; six grandchildren Andrew Balzer IV, Ralston Balzer, Markus Balzer, MacKensey Balzer, Andrea Balzer and Nicole Balzer; two great grandchildren, Andrew Balzer V and Sierra Balzer; and his brother, James (Carol) Balzer of Dunkirk. Several nieces and nephews also survive. In addition to his parents, he was predeceased by his wife, Jeanette E. (O'Connor) Balzer, whom he married June 14, 1952 and who died Aug. 6,2007; and five brothers, Ronald, Thomas, Walter, Stanley and Godfrey Balzer.
