The son of George & Leah (Ebhard) Inners, in 1860 he was a laborer living in York Township, York County, Pennsylvania. He stood 5' 10" tall and had black hair and black eyes.

A Civil War veteran, he enlisted at the stated age of twenty-one in York April 10, 1865, mustered into federal service there as a private with the 103rd Pennsylvania Infantry in the second organization of Co. G, and honorably discharged with his company June 25, 1865. He was among the last group of Yorkers to enter the service and thus did not serve long enough to qualify for a service pension.

He married Elizabeth Schlag May 16, 1869, and fathered Elmira Margaret (b. 10/01/69 - married Jeremiah E. Snyder), George Michael (b. 12/12/71), Thomas F. (b. 05/13/73), and Urias Sylvester (b. 04/16/79).
