Richard served as a Fireman Second Class, USS Buck (DD-420), U.S. Navy during World War II.

He resided in Rome, Oneida County, New York prior to the war.

Richard was declared "Missing In Action" when the Buck was sunk by German U-616 during the war. He was awarded the Purple Heart.
