Joseph Steen was a son of Thomas Steen and his wife Elizabeth Hollifield, of Chesterfield County, SC. His paternal grandparents were James Steen and his wife Jane Graham, and his maternal grandfather was Jacob Hollifield. His great grandfather was Lt. Col. James Steen, a Soldier of the Revolution who died at the Battle of Kings Mountain in 1780. Joseph was born sometime around 1813/19, and "died suddenly of heart disease" on 21 July 1861.

Joseph married Elizabeth Ann Taylor (1824-1908) around 1841. She was a daughter of William Taylor and his wife Sarah "Sallie" McLendon, of Anson County, North Carolina. Joseph's brothers, Elias and James Samuel, also married Taylor ladies. Elias married Ellen Taylor, Elizabeth's sister; and James S. married Louisa Taylor, who was a first cousin of Elizabeth and Ellen.

Joseph and Elizabeth's children were: Sarah Elizabeth Steen (1844-?, m. Robert Lee Taylor), William Thomas Steen (1845-1926, m. three times, went to Mississippi), Louisa Jane Steen (c.1847-?, m. William High), James Washington Steen (1848-?, m. Nancy Kiker), Mary Frances Steen (c.1850-?, m. Gen. Taylor Smith), Edmund Daniel Steen (c.1852-?, went to Texas), Susan Adeline Steen (1855-1925, m. Chapman L. Stanley), Laura Ellen Steen (1857-?, m. Augustus Sullivan), Emma Amanda Steen (1858-1937, m. Zachary Taylor Beachum).
