Joe was born the son of Norbert & Elizabeth Zant Balster. He grew up on a farm southeast of Iona, MN and attended Slayton High School graduating in 1967. Following high school Joe moved to Minneapolis, MN and worked in shipping at Zinsmater Baking Company for 15 years. Joe returned to Slayton and worked at Weiner Memorial Hospital in Marshall in housekeeping for 16 years. In 2003 Joe retired due to health reasons. On January 23, 2007 Joe moved to Our House Hospice Home in Slayton. He was a member of St. Ann's Cathlolic Church in Slayton. Joe was devoted to his children and grandchildren. He enjoyed spending time with family and friends, playing pool, bowling, softball, football, hunting, and dancing.
Joe was the father of Rebecca Balster , Crissy Wagner, Penny Jo Waldum, & Stacy Jo Balster.
Joe's siblings include Toni Griffin, Theadora LaFromboise, Joyce Holsman, Susan Balster, Marvin Balster, & Richard Balster.
Memorial services were held from St. Ann's Catholic Church, Father Patrick Arens officiating.
