Son of General Samuel Curtis.
He was admitted to the Nebraska bar in 1859 and in 1861, he married Julia Dudly of Keokuk, Iowa.

Curtis was appointed Assistant Quarter Master with the rank of Captain on 31 August 1861.
Appointed Assistant Adjutant General of Volunteers on 28 April 1862. He was killed at Baxter Springs, Kansas in the Indian territory.
