U.S. Congressman. He attended St. Joseph's College, taught school for several years and served as a Private in the 4th Regiment, Pennsylvania Volunteer Cavalry, Union Army, during the Civil War. After the war, he moved to Ohio in 1873, studied law, was admitted to the bar in 1874 and commenced to practice law in Cleveland. He was also prosecuting attorney for the City of Cleveland, (1875-77). In 1883, he was elected as a Democrat to the Forty-eighth, Forty-ninth and Fiftieth Congresses, serving until 1889. Not a candidate for reelection, he resumed the practice and served as judge of the court of common pleas from 1911, until his death at age 76.
