In the 1870 U.S. Census, Frank was living with his mother, Harriet W. (Meredith) Pritchard Price, and step-father, Capt. Jehu Price, in Washington, DC, and he was a "printer."

He married Mary (Kennedy) Pritchard (born c.1858) on 22 Jan 1880 in Alexandria, Virginia. Mary was born in Ireland to James and Mary Kennedy.

In the 1880 U.S. Census, Frank and Mary were living in Washington, DC, with his widowed mother, and he "worked in a Government printing office."

"On Sunday, August 12, 1894, at 3:55 p.m., Hugh Frank Pritchard, beloved husband of Mary Pritchard, aged 41 years and 4 months. Funeral from his late residence, 53 F street northwest, Tuesday afternoon at 4 o'clock. Interment at Congressional cemetery."

"The funeral services over the remains of Hugh Frank Pritchard who died yesterday of apoplexy, will be held tomorrow afternoon at 4 o'clock from his late residence, No. 53 F street. The deceased had a large acquaintance, especially among printers, and for the past four years had been employed in the government printing office."
