Joe was born on June 5, 1913 to John and MaryAnna Ibach in Balta, North Dakota. Joseph grew up on a farm in Walkapala, South Dakota until the family moved to the state of Washington in 1937.

On November 7, 1939, Joe married Frances K. Kiefel at St. Paul's Cathedral in Yakima. Joe and Frances were married for fifty-nine years. They had seven children.

Joe worked in construction, contributing his talents to the building of the Fort Peck Dam in Montana, several projects in the Yakima valley, including the Roza canal and sections of the irrigation canal between Tieton and Cowiche, the Perry Trade School, and the addition to Davis High School. He helped with the paving of Highway 97 from Yakima to Grandview, sections from Grandview to Kennewick and worked on the Yakima River Canyon highway. He also did remodeling of homes and assisting with the building of several warehouses in Yakima.

In order to assist with the raising of his children, Joe became a bartender until his retirement in 1975. He was a member of the Bartender's Union and served as a President for several years. Joe enjoyed dancing, puzzles, playing pinochle and travel.

Joe also coached basketball and baseball for the Catholic Youth Organization (CYO) and other leagues. He enjoyed most sporting events and was always ready to offer suggestions and hints to players even after his coaching days were over.

Joe was a member of St. Paul's Cathedral for over sixty years, where he was an usher for thirty-five years. Often on Sundays he would usher as many as six Masses. Joe and Frances Ibach were honored as the Mardi Gras king and queen at St. Paul's Parish in 1985. Joe was a member of the Knights of Columbus from 1943 until his death.
