Paul Woodrow Meier was born in Bracken County, Kentucky in 1913 to Michael (Mike) Meier who immigrated from Germany in May/1896 and Elizabeth Eva Bush whose father also immigrated from Germany. Paul was the 5th of 6 children born to the family who lived mostly in Chatham, Bracken County, Kentucky. He was married twice, the first marriage ending in divorce on November 4, 1946. One month later, he married his second wife AZ (Deck) Bilbrey sometime around December 14, 1946 (date of the marriage license) in Wayne County, Indiana. He had two step-daughters (from AZ's first marriage to Arlin Bilbrey) Willie and Linda. He had one biological daughter with AZ, Kathy, who is still living.

His grandchildren have fond memories of Paul. He was a member of the Shriner organization and during parades, he would dress as Smokey the Bear and drive a motorcycle equipped with a tiny cabin on the back. One or two grandchildren were always given the privilege of riding in that cabin and waving to the crowds from the mini-windows. In addition to his career, Paul supplemented his income by owning rental units. He would make a game with the grandchildren while cleaning the vacated apartments to prepare for the next renters. Smart, free workforce management Paul! There were many holiday and summer memories made in that big-bright-red house he owned/occupied on Linden Avenue in Dayton, Ohio.
