He was a German politician. Heinrich entered the Karlsruhe city administration in 1896 after graduation from the middle maturity and was city director since 1937. He was thus subordinated by the National Socialists as a party chairman to a party member. From April 4, 1945 until August 2, 1945 he was appointed by the French occupying power as the mayor of the city. A year later he stepped down.
