President of the Republic of Ecuador. He was the 31st Constitutional President of the Republic of Ecuador, serving November 7, 1961 to July 11, 1963. Before becoming president, he was a prominent lawyer, deputy of the province of Guayas, President of the Chamber of Deputies in 1952 and vice president of the republic in 1960. He is best remembered for domestic initiatives including upgrading the telecommunications network, creating the national aviation company, helping start the Secular Catholic University of Guayaquil and launching road construction throughout the country. He was overthrown by the Military Junta of 1963. He remained involved in national politics until his death.
