Born to Bernard and Rose (Neuhaus) Pape. He grew up and was educated at Petersburg. He married Ellen Welsh in Albion. He began farming in his early years of his marriage; later worked for the dairy and lumber yard in Petersburg. The couple moved to Grand Island in 1963. He began working for the Cornhusker Ordnance Plant and Grand Island Business College. He served on the city council at Petersburg for 21 years and also served on the school board. He was a member of St. Mary's Cathedral and the Knights of Columbus.
