Dr. Theodore G. Klumpp, an executive of the pharmaceutical company Winthrop Laboratories for 31 years and a former official of the Food and Drug Administration, died on Sept. 10 at his home in Charlottesville, Va. He was 94.

He retired as chairman of Winthrop, a division of Sterling Drug, in 1973. He was also a board member and vice president of Sterling and was a director of Sterwin Chemicals for 21 years. He was chief of the drug division of the Food and Drug Administration in Washington from 1936 to 1941.

Dr. Klumpp was chairman of President Harry S. Truman's Task Force on Utilization of the Handicapped and, in 1955, received the first career service award from the American Pharmaceutical Manufacturers Association.

He taught in the medical schools at Yale and George Washington Universities in the 1930's and 40's and was chief of the hematology clinic and director of the medical laboratory at New Haven Hospital in the 1930's.

Dr. Klumpp was born in Manhattan and received his B.S. from Princeton in 1924 and his M.D. from Harvard Medical School in 1928.

His marriage to Virginia Allen ended in divorce. In 1934, he married Virginia Rebecca Morgan.

In addition to his wife, he is survived by a daughter and son from his first marriage; three daughters and a son from his second marriage.
