Statesman, 27th President of Ecuador. He served from 2 December 1938 to 17 November 1939. Prior to becoming president he studied at La Salle Institute, and secondary studies at the San Gabriel school. He then completed his medical career at the Central University. He went to Paris to continue his studies. When he returned he had earned much prestige and became professor, dean and rector at the Central University. He then became a leader of the Radical Liberal Party. He began his political career becoming a deputy from the Pichincha province in the National Congress from 1914-1915 . From 1914-1917 he was a member of the Municipal Council of Quito, and in 1918 he became its vice-president. In 1925 he became a state councilor. In 1928 he was elected from the province of Pichincha to the Constitutional Assembly, then became a senator, and in 1930-1931 he was vice-president of the senate. He was then elected President of Ecuador. He is best remembered for gaining support of the army in exchange for the dissolution of the national assembly and the formation of an extraordinary congress of two chambers. He also reinstated the constitution of 1906. He died unexpectedly in office.
