President of Nicaragua. He served from March 1, 1879 to March 1, 1883. Before becoming president he was in the military and attained the rank of general. He was also involved in commercial and financial enterprises, a deputy and senator, and diplomat. In 1871 he assumed the post of minister of finance. His administration is best remembered for the numerous public works projects that were initiated, for education improvements, for stabilizing the public finances, and for the founding of the National Library. At the end of his presidential term, he completed a diplomatic mission to the United States where he signed Zavala - Frelinghusen Treaty for the construction of an interoceanic canal through Nicaragua. The treaty eventually became null and void as it was not ratified. He then retired from politics to his home in Granada.
