James Garrett's parents were Jeremiah Vardeman Garrett Sr. and Martha Elizabeth Reynolds Garrett (d.abt 1844). He married Rebecca Ann Richardson on 30 Jul 1861 in Sigourney, Iowa. They were the parents of a son, Alfred Benjamin Garrett. James served as a corporal in the Union Army, Co. H, 33rd Infantry. He was wounded at Saline River, Arkansas on 30 Apr 1864. His military records, widow's pension application, etc. contradict themselves many times as to the exact date of death for James.

From the pension records of James Garrett, his widow lists his DOD as 19 Mar 1865. On 05 Apr 1865 she filed for a pension. On 20 May 1865, James is listed on the Muster Roll of Company H as "died at General Hospital, Little Rock, AK, 20 May 1865 of chronic diarrhea". The following day, pension ($8.00 per month) is approved for Rebecca. Little Rock National Cemetery "Report of Interment" lists 19 Mar 1865 as DOD.
