Birth place: Alstatte, a village in the municipality of Ahaus in Western Munsterland, in the district of Borken, Münster Region in the northwest of North Rhine-Westphalia.

The eldest of ten children, Johann Roetger was baptized at Sankt Marien Katholische Kirche in Alstatte on 30 Jun 1799 with Heinrich Besseling and Maria Kleine Rahe standing as godparents.

On 7 Nov 1826 at the age of 27 he married Gertrude Orthaus, a daughter from the neighboring farm. Together they made their home at Farm #23 in the farming district of Besslinghook. Johann Roetger was a Zeller or farmer of a large farm. It was here that he and Gertrude raised their family of eleven children, nine boys and two girls, of which six survivied until adulthood.

Johann Roetger and Gertrude had shared 37 years of marriage when she died in 1861. Shortly thereafter in 1865, their son, Gerhard, decided he was going to go to America. When he arrived, he made his home in Cincinnati, Ohio before moving on to Millhousen, a small village in Decatur County, Indiana. Reminiscent of his home in Germany, Gerhard encouraged his father and siblings to join him there. This was the desire of all of his other children as well with one exception. His eldest son, Heinrich, set sail for Canada where he remained for a while before returning to Alstatte.

A second son, Herman was believed to have come to America in 1863 and a third son, Johannes Roetger, arrived in 1865. Finally on 9 Jun 1871 sailing on the "Steamship Ohio" from Germany into Baltimore harbor, Johann Roetger, his daughters Anna Bessler & Johanna Bessler Gerver, son-in-law Herman Gerver & their three children, Herman, Gertrude Catherine & Adelheid Gerver began their new lives in America. From Baltimore, the family then went on to Cincinnati where they lived and worked for a few years.

The Gerver family decided to make their home in Cincinnati; however, Johann Roetger and daughter Anna decided to join Gerhard and Johannes in Millhousen. Here Johann Roetger remained with his children and grandchildren nearby until his death in 1877. He is buried across from his son, Johannes, at Immaculate Conception Cemetery.
