He entered the Naval Academy in Livorno, Italy, in 1906 and received his commission as ENS 1 in November 1909. He was promoted to the rank of LT(jg) in June 1912 and 1LT in May 1915. He participated in various war campaigns such as the Italian-Turkish war (1911-1912) and the World War I (1915-1918). His military assignments included Director of the Hydrographic Institute in Genoa, Italy
(November 1 1918 – December 28 1918); overseas duty (unspecified locations) (January 1 1919 – May 30 1919); Assistant Naval Attaché to Embassy of Italy in Paris, France (June 1 1919 – August 15 1919); and • Assistant Naval Attaché to Embassy of Italy in Washington, DC (September 1 1919 – April 1 1920). Among his military awards and decorations were a decree awarded by the Ministry of Internal Affairs for valor shown in Tivoli in 1906 where he rescued a military police officer from drowning; Commemorative medal for the Italian-Turkish War Campaign 1911-1912; and Bronze Medal for Military Valor in submarine tracking missions during war, June 17 1917.

He was the son of Thomas Bartolucci and Maria Clotilde Inge.
