During World War Two, he worked as General Staff Officer throughout the war, commanded the 9th Army during the Battle of Seelow Heights and the Battle of the Oder-Neisse, and was part of the Battle of Berlin where he tried to get supplies into the city so the could stop the Red Army.

After the war, he was West Germany's director of civil defense, and wrote and edited a number of works on the military history of World War II.

Theodor Busse passed away in 1986.
