Thomas was born in Woolwich-Kent, England, to Alexander James and Mary Margaret Scott James. Thomas waas educated at a military school. He was first drafted to go to Spain with the ill-fated expedition of Sir John Moore, but was deemed too young. He was later sent to Ordinance Department at Halifax where he rose to be Commissary General of fuel and acting Paymaster. Thomas was married to Ann Petty.
