Otto Palme was born on August 7, 1890 in New Bedford, Massachusetts, the second of seven children, and only son, of Joseph Palme and Juliana Janak Palme.

During World War I , Otto served in the United States Navy on the ship USS Ohioan. After World War I ended, Otto left the Navy and started an automobile painting business with two fellow ex-sailors in Newport.

In 1920 Otto married his childhood sweetheart, Eleanora (Nora) Wallner. They moved to Rumford, RI and Otto opened another automobile painting business. In Rumford, Otto and Nora raised three children, Winifred, Robert and Natalie.

Otto worked at the Navy yard as a civil servant. He also had gone to school to learn the art of sign painting, which he did as a business throughout his working career. This included doing the gold leaf lettering on the fire engines around Rumford and East Providence. He was also a self trained artist, painting portraits and landscapes in oil and watercolor.

In 1969, Otto and Nora could not manage the house on Pleasant Street in Rumford, and went to live with their daughter Winifred and son-in-law Joseph Nash Myers in Duxbury, MA. Nora died there in 1970 and Otto in 1974.
