Fr. Joseph was born in Westphalia, Missouri to Stephan Heinrich Winkelmann and Anna Angela Heckemeyer. He was baptized on Feb. 6, 1888, at St. Joseph Catholic Church in Westphalia, with Henry Adrian and Maria Schauwecker as sponsors.

Fr. Joseph was ordained a Roman Catholic priest on June 12, 1914, in St. Louis, Missouri. He served as a chaplain in the U.S. Army during World War I. After the War, he became pastor of Sacred Heart Catholic Church in Rich Fountain, Missouri, serving for over 30 years. On Apr. 30, 1958, he was invested as Right Reverend Monsignor.
