Louisa was born in Uberhofen, Saarbrucken, Saarland, Germany to Johann Miller (Mueller) and Catharina Stremple. She arrived in the U.S. on January 9, 1866 with her mother and siblings aboard the ship Washington.

She married Edward Rhein on April 10, 1883 in Stark County, Ohio. They had one daughter, Mabel.

"Mrs. P. Rhine [sic], formerly of Navarre, died Friday afternoon at 3:30 o'clock at the residence of F. Myers, corner of Jarvis avenue and Duncan street. The body was taken to Navarre, where the funeral will be held. Two years ago Mrs. Rhine's husband died and one year ago she lost her daughter by death. Since that time she has lived in Massillon."

"Navarre - The funeral of Mrs. Rhein was held at St. Clement's church Monday morning. Interment was made in St. Clement's cemetery."
