He and Willie Mae Poynor were married August 11, 1990.

He graduated from Platteville High School and had served in the U.S. Marine Corps. He was a retired general contractor. Otto's interests included gardening, music, and dancing. He had been a member of the Board of Trustees for the city of Dillon and was vice president of Corinthian Hills Metro District.
